Toro self propelled mower, Briggs Stratton engine

Briggs Stratton engine appears seized after 1/2 hour mowing. I remove plug wire and try to move blade; locked up solid. I then rotate blade counterclockwise and then forward,the motor then spins freely. This happens every time I mow.

I thought the drive belt/mechanism might be stuck so I removed the belt. Same problem.
I checked the brake/ground mechanism, it’s releasing. I checked to see if pulley was rubbing against motor housing, it is not.

When seized: I can not move it with. Pull cord or electric start. The solenoid activates, tries to spin, but .

Today I tried again, blade would not move. I moved backward , then foward, it released. I put belt back on, and mowed again. Then stopped and it locked up again.

Seems if engine mechanical problem, it would break permanently.

Scratching my head, any ideas?
