I cleaned the carb put it back together (did it few times already)

2 turns out on the pilot screw and 1.5 turns on idle stop screw

with the governor rod set to about 90degrees to whatever rod its mounted on it runs and idles good but the rpm is too low so it stalls when under load

if I adjust governor rod ccw a few degrees it runs faster but dies as soon as the blade is engaged.

Your carb is still dirty. You need to run a wire through all the little holes in the carb. I take old speaker wire and put together enough strands to almost fill the holes and then push them through till they come out the other side. You have cleaned the idle circuit just need to clean the fast circuit.

carb is cleaned. I took it apart completely and cleaned everything

I don't know if the rods are proper length or not. one of them looks like it was replaced with home made wire
besides the dirty carb what elese can it be ?

If it stalls while you're under load then you need gas. You could be that you have a vacuum leak or a leak behind the carburetor just before the engine block. But normally if you have that you also have a problem at low idle.

I don't think its gas. I feel like the speed is too low when the blade is engaged...
but I cant figure out how to adjust it without messing up everything else

Fuzzy if you have a homemade linkage wire on your set up then that very well might be your problem.
