As far as I am aware, both wheels should turn.
Looking at all of the TimeMaster 30" parts catalogs in a cronological manner, you will see that
as far as the transmission is concerned, Toro have made 4 modifications over the years.
Serial Numbers 312000001 -> had trans 120-5211
Serial Numbers 313000001 -> had trans 127-0656
Serial Numbers 314000001 -> had trans 130-2388
Serial Numbers 314200001 -> (315 & 316000001-) have trans 130-6670 (But please keep reading!)
Serial Numbers 400000000 -> has trans 131-9665
So it appears your machine has the third generation transmission (as far as part numbering is concerned), and that transmission
has been superseded by 130-6670.... but we are not finished....
To make things even more interesting, if you go do a Google search on "Toro 130-6670" a slew of parts houses
are in the result. Now looking at those parts houses, you find that on some of them 130-6670 is now
REPLACED by

131-9665 a new an mysterious 4th generation of the TimeMaster transmission kit! (as of this writing 7/30/2018).
It looks like Toro have changed the overall model number of the TimeMaster from 20199 to 21199
and then likewise the serial numbers start with 400000000 on the 21199. The major change is the motor.
At present there are essentially 10 different part number catalogs for the 30" TimeMaster recoil start.
So this implies that either
a) Toro have modified parts and their design/kitting/packaging to warrant such as parts change
or
b) Toro have changed part numbers or kit numbers but some parts are actually the same or are evolving and improving
probably a bit of both.
