RPM too high on 6 horse briggs push mower 12H802

I just tuned up my Briggs and now the RPM are way too high. This is a Toro that's about 12 years old. I have easy access to the spring simply by taking off the air filter.
Anyone know what I need to adjust? Is it a matter of playing with the spring and linkage until the RPM drop? Or is there a screw somewhere that needs to be adjusted?

throttle linkage was set incorrectly. Running better now.
