Craftsman Push 917.377791 Wheels won't spin under load

The rear wheel self-propelled mower has a new transmission and belt. The wheels are not stripped. Wheels spin when in the air, but stop as soon as I put the mower to the ground. I think the pawls are not properly engaging to allow the wheels to spin. Anyone have any suggestions?
