When just started and I slowly accelerate the Grasshopper wants to jerk continuously when moving forward until I pick up speed. Makes it difficult to ease around flower beds etc. After a while it will stop doing it. It is not a choke issue or engine issue. Is it hydrostatic belts or some other mechanical component on the hydrostats?

When was the last time the hydros oil and filter was changed? When was the drive belt last changed?

They have not been changed, I have around 700 hours on the mower.

Well, let's start with that. You are past due for your first and maybe your second oil change. Belts get changed when needed and most people go way beyond the belts life.

New Belts and changing Hydrostat fluid and filters fixed the problem.
