That skirt looks bad. There is a metal street lamp pole that fell down and smashed a guys truck near here. One of my friends (yes I have them) who works for the power company said it looked like the yard crews had trimmed around the pole so much that it broke through the galvanizing which then started the metal to rusk and each time the trimmed around the pole they cut into it just a little bit more so after a few years of weekly trimming a high wind comes up and over goes the pole. Will try to remember to get a picture of it.
