Repairs drive wheels lock

I have a Craftsman front drive mower (917.370432) only a year old. Worked OK last week.

I tried to use it yesterday and the front wheels are frozen. I cannot move them at all, even with the engine off. Do I have a bad transmission ? I would like to use it today. Can I disengage the wheels somehow and use it as a push mower ?
