I have the above listed motor on my snapper SR1030... I bought it used 3 years ago. .. apart from a valve adjustment last year it's been great up until recently. .. when I try to start it it locks up on the compression stroke... I've adjusted the valves MULTIPLE times (piston to TDC then rotate 1/4 past) but the symptoms remain the same. Without the plug in it cranks fine. Any suggestions on what to try next?

If you have adjusted the valves correctly and they engine turns over an stops on the compression stroke sounds like the compression release mechanism on the camshaft has broken. Pull the valve cover and spark plug turn the engine over by and and watch for one of the valves to bump off slightly toward TDC compression stroke. If no bump replace cam.

If you decide to pull the engine to inspect the cam just put in a new cam and don't look back.

When I crank it by hand I only see a smooth in/out motion of each valve. .. nothing that I would call a bump (in envisioning a slight secondary motion? )

put you finger on the pushrods ( one at a time ) and push it down so it is riding the cam.
Rotate the engine.
If you can not feel the afore mentioned bump the cam is toast
If you can then you might be able to close down the gap .001" or .002" and stretch a few more years out of the engine but long term a new crank is the perminant fix and too little valve lash can damaget the valve , valve seat and cause excessive wear of the cam , followers & pushrods

Keeping pressure on the pushrod with my finger the only movement that I felt was the smooth in and out cycle. .. nothing I would describe as a bump

I have never seen nor felt a "bump" with these, only a continuation of a few thousandths in the closing motion of the Intake valve well into the compression stroke. It appears the Intake has closed then the slight continuation.

I'll have to throw an indicator on it and see what I can find with it. .. gotta get it going since the grass is proving it won't cut itself

Ordered a new cam shaft. . Pulled apart motor and pressure relief spring is still intact... any other ideas? Guys at the shop were pretty sure that it would be that spring so I'm not really sure what to check next

I have had more than one engine in the shop have what looks like a perfectly good release mechanism on the camshaft, install new camshaft and instantly the problem is solved. Sometimes is appears that the spring gets weak and doesn't stay retracted when attempting to start, or I have had cases where the weight was extended when running and then hang up and not retract
