Honda hrx217 clutch control cable

I have about 3 or 4 speeds with my honda mower. I have to move the speed control lever about halfway before the mower starts to move. The manual indicates an adjustment collar on the cable but mine does not have one. Can this cable be adjusted or do i need to just replace it?
