Can a small engine be repaired if exposed to water?

I am looking at purchasing a Toro commercial pull behind sprayer, powered by a Honda engine. The unit overall is a great cosmetic shape, however, when I viewed the item on preview day, I noticed the gas cap was off and the engine appeared to be filled with water. I tried to get an answer from both the auctioneer and the previous owner of the golf course and could not get a straight answer as to how long the unit has been sitting in this condition. My question to the members, should I walk away from this unit (or run if its really unrepairable). Or for the $30 Im bidding is it salvageable with some TLC. I looking for your personal opinion on whether or not the engine would even be worth an attempt at getting repaired, and if it is, what would the process look like. Unless it was sitting under water in a lake I would think the most it might need is a new carburetor. Just clean the whole fuel system and see what happens.

Water in the cylinder would mean total engine replacement. Rust is not good.
