Looks to me like the 95.24" is the effective length and 95.375" (95 3/8") is the outside circumference for your deck belt on the Gates web site. Sears part number for your deck belt is 144959, and Sears substitution part number for your deck belt is 532144959.

My mower is a 917.271661. It takes a 144959 or 532144959. I use a 95 3/8" or a 95 1/2". If I use a 95", the blades keeps turning when I disengage the blade clutch.
