Replace the spark plug.
A fouled plug will miss and so just get more fouled.

Okay I replaced it and the same thing. But I came across something that might help. I've only been putting minimal fuel in this thing as I've taken the carb about numerous times. I noticed that right at the end when there is very little fuel to burn, the mower revs up to normal, and then runs out of fuel. Does this point to that blasted seat that I didn't replace?

Okay then. I changed out the seat on the carb, but no change. Also, it overflowed again. I really believe it's the carb but the majority of it is new.
