Repairs Toro Timecutter won't move

I have a Toro Timecutter SS5060, the wheels were completely locked up, I tested and replaced the starter switch, and was able to free up the wheels but it still won't move forward when placed in drive. Not sure where to go from here...brake control module?

Time cutters have an electric brake.
Good idea, but it just does not work very well.
I have a lot of problems with them.
One customer got so frustrated he took to the pins with a hammer.

I the battery is low, the brake actiates as it is dead man type.
Normally on and energises to take it off so once you get to 9V they engage.

So start with the battery and work your way back to the brakes.
The contol wires chaff, break, short out as they are too exposed.
