Engine slow to throttle down and idle seems high. The engine sits on top of front tine tiller.
I have to keep the tines in the dirt for fear of over reving on full throttle. Is this a govenor problem or is the needle valve and seat sticking open to long?

Sounds like the governor. First thing I'd do is get a can of spray carb cleaner and get rid of all dirt/dust. Then spray with can of silicone or WD40.

Thanks that cetainly settled the engine and made the throttle more stable in full and idle positions.
