Shaft Assembly

I have a Sears mower model # 917.270940. I removed the Shaft Assembly, Steering (156546) from the mower. Along with it came the Support, Shaft (160395). Inside there was a screw, Screw hex Wshhd Torx (165857). This screw was not bottomed out inside the Support, Shaft (160395). There was about 1/8 of an inch space between the head and the inside of the Support, Shaft (160395). I removed the screw, Screw hex Wshhd Torx (165857), to see if there were any more parts inside, or if I could see anything obvious. The reason I did this was because the Shaft Assembly, Steering (156546) was very loose and I figured it needed to be tightened up.

Everything seemed to be OK. So, I put the screw, Screw hex Wshhd Torx (165857), back in. I began to tighten it back into place. When it reached the spot it was before, I had to use some force to get it to go in more. It snapped off. Here are my questions:

1) Is the screw, Screw hex Wshhd Torx (165857), supposed to be all the way in?
2) If yes, can all three pieces be purchased as an assembled unit?
3) If no, should the Shaft Assembly, Steering (156546) be loose or rigid?
