scag , 23 hp Kawasaki liquid cooled eng ! 500 hours . first start up , sounds as though not running 100% , engaged pto and about the same , sometimes runs 100% ! have found adding little choke it runs 100% but not all time , sometimes it will just quit ! new plugs , fuel pump working ! plugs look a little rich ! don't know if electrical or fuel problem ! Help

If after 500 hours you have not had the carb cleaned and rebuilt, that is where I would start.
