16hp briggs and stratton ohv engine carb. Adjustment

I have a PowerBoss 8000 generator with a Briggs 16 hp ohv engine. I try to start it every couple months to keep it running good. The last few time I started it the engine idles up and down. I have turned the adjustment screw on the side of the carb(the one with the spring on it), and it idles better now. What would cause it to idle up and down like that, and also there is a black adjustment knob on the front of the carb, not sure what it is, I have turned it and nothing happens. Does anyone know what this adjuster is for, I have attached a picture. Any help is greatly appreciated.

The number stamped on the id tag is as follows: Model 303447. Type 1042-E1. Code 00010711. I hope this is the information you need, if not let me know. Thanks.

The screw on the left side of your picture is the idle speed screw. The black one is the idle mixture limiter cap on the idle mixture screw. You can pull the cap off and then adjust the screw underneath to change the amount of fuel entering during idle.

Thanks for the reply. By adjusting the mixture will I be able to back the idle screw out so that it doesn't idle so high.
