Why do you have to take the mower in? They didn't repair the mower properly. I'd tell the dealer that they need to either 1) pick up the mower, fix it correctly, and deliver again or 2) pick up the mower and issue a full refund at time of pickup.

Pin facing out. The pin pushes on a small metal piece the actuates the choke. You can see it when disassembled. If it was like that from the factory, that means your choke never worked properly.

That would be normal. When tilting the mower, it is designed to be tilted with the muffler side down, carb side up. When the carb side is down, the fuel will dump till the tank is empty, unless you have closed the fuel shutoff.

If you had the carb off, it's possible a gasket is not installed in the proper orientation and an air passage may be blocked.
