I've noticed there is barely any fuel in the fuel filter after I replaced it with a new one. Tiny tiny bit of fuel is all.. What would cause it not to fill up? Fuel pump not working correctly maybe?

I have a 2011 Hustler Sport 52" Zero Turn - Towards the end of last year, every 3-4 cuts, my belt would start twisting and then snap. I put probably 6-7 belts on it last year. I've cut 3 times this year so far, and it just snapped yesterday. I'm about as irritated as I can be. Can someone help...
