I have checked everything you mentioned and all seems fine but when I placed the pins in the lowest hole, the deck lift handle went to the 4th position from the top before the deck topped out. That makes the deck much lower than before, when the lift handle would go all the way up. The issue is...

In the meantime, I lowered the cable pins to the lowest hole on the lift arms and that made it worse so back to square one.

When I ordered a new belt with the belt part number listed under the hood, it was way too long so I brought the old belt to my local "Belt Store". They matched it and I've had zero problems since.
