    It's probably hydro-locked with engine oil.

    Take out the spark plugs and spin it over by hand a few times. Be ready for oil to come out the spark plug holes.

    Clean or replace the spark plugs....

    Very true. It's very hard (for me, anyway) to tell by listening when a cylinder isn't firing on a V-twin.

    I don't think your engine is making the power it once did. It takes very little power to propel the mower, even going up ramps to load on a trailer.

    Fuel makes power. My guess is your carburetor...

    I think the law requires that push mowers have a blade brake. It's released by the 'dead man' lever that you have to hold against the handlebar when mowing.

    Regardless of whether than engine was my own or someone else's, I would not put a pulley on that crankshaft.

    I CAN be the carburetor unless you tried in on a different engine and it worked. Putting on a new carburetor rules out nothing unless it fixed the problem.

    "Video unavailable" but that's OK. 31 hp driving a 60" deck is all that one needs to know. It should drive that deck with ease, even in tall grass.
