Wait until you have one blowing the ignition coils at random. That one can get expensive fast.
Once you have the wiring diagram, remove the key switch and measure the continuity across all connections. Verify that there are no shorts across terminals that should not be connected in all key positions. When connections should be shorted, they should be a solid connection and not varing.
Perhaps the wrong replacement fuse was installed. Was the original a Time Delay and the new Fast Blow? That's critical.
A possibility why the fuse opened in the first place: Fuses can go bad over time due to periods of vibration. The flat element vibrates its brains out. Kind of like bending a paperclip back & forth a bunch of times.

I had a similar problem years ago. I found a wire that went to a headlight had touched the exhaust pipe
and shorted out. A little electrical tape and moving the wire back into it's clip solved my problem.

I got tired of using fuses to chase electrical shorts , so bought breakers the same amps that fit into fuse spots and never looked back . Once sorted put fuses back in place or leave the breakers if you have the room .
so I made it to my daughters house, investigated broken wires from seat safety switch, seemed intact, investigated wiring further to discover a suspect wire in between the starter and the engine, removed the starter and behold one of the wires insulation rubbed through to bare wire smashed in between the starter and the engine, very little space between. Repaired the bare wire, rerouted to lesser chance of rubbing and mower started and I was able to run it to complete leaf mulching project. Thanks to everyone for their replies and suggestions to locate and isolate the problem.
