I checked the governor springs as per the link you posted and all looks good. I will attempt to reset the governor next. If that does not correct the problem I will create a support ticket on the Generator Gurus site. Thanks!

I don't see any RPM info on the label (shown in the photo) and don't know if this is a constant speed generator. The manual I found for a 168F has a spec for "Carburetor Idling" of "1500±100rpm".

I installed the new carb and the generator still surges once I move the choke lever about halfway to full open. I have adjusted valve lash. Gasket between carb and engine appears to be in good shape, so not aware of any rogue air that is not being metered by the carb. I have not yet pulled...
