    To me that spring is used to snap the choke closed, when starting. Before throwing new parts at it, I would get a can of carb cleaner and spray clean all that crap on the outside of the carb. Then check to see if the choke will snap closed.

    According to the parts diagram, the cable should be on the left hand side of the handle and the return spring on the right hand side. I adjust the cables so there is about 1/2” of slack in the cable when the handle is all the way back.

    I have not seen any difference in how you put the tach on the engine. Biggest problem I have found is the flatter the area the better, you want it as smooth as possible to get the best reading.

    After looking at the pictures, if you don’t want to spend the money I would still go will the air vane governor. No worries about leaking as it is a top mounted system. You can always go Bert’s method if you don’t like the outcome.
