Part of the issue is they are too cheap to put an off switch on the dash. The other issue is the early mow in reverse systems were wired through the headlights circuit and would not operate if the headlights were disconnected or burnt out.

You have to watch the MS271 because they used two different cylinder piston setups on that saw. One has 3 holes and other has 4 holes on the intake side.

And that is one of the reasons why Briggs changed from the old induction 600 rpm to spark modules to the newer CDI 300 rpm to spark modules.

I suspect it is the vapor recovery valve which doubles as a rollover safety valve. It acts as the tank vent since most likely the gas cap is not vented. So if it clogs it will act like a clogged cap vent. Not needed for operation other than tank venting.

The throttle shaft will get sticky and cause that issue. The bottom of the shaft inside the carb venturi seems to be the worse area for it to collect old fuel residue and then gum up.

After 2012 most caps are not vented They use a separate vent system that is connected to the air intake on the engine. Some push mower caps are vented with a charcoal filtration canister built into the cap. Which can get gas contaminated and brick the material making it not vent.

I have had several Husqvarna mowers over the years with the same issue. With Briggs and Kohler engines.

It is a 2022 The 1L08M is December 8 2021 but with MTD serial numbers any product built in November or December aka K or L is designed for the next model year so In this case the December build date make it a 2022 model year.

Twisting of the fuel line is not recommended due to it will tear the low permeation liner in the fuel line which will result in clogging and or debris in the carb. There is a special tool to pry the line off of the filter nipples.

If 41 is the only leak than I would just replace 41. the less you take apart the less chance you have of contamination. And contamination is a big NO NO on hydrostats. Hydrogear even recommends to do the minimum to effect the repair.

Definitely need more information. That style of carb was available in primer and choke versions and with and without idle circuit. throw in the fixed versus the adjustable carbs in the mix. And can't forget the universal carb that was manufactured to be either a primer or choke carb.

Those are pinned limiter caps that can only be turned like 1/4 turn with a straight screwdriver. Kind of like the original plastic limiter caps that you would pop off and press back on. Except in this case the limiter caps are metal and steel pinned in.

When I run into that I just grab the .005 and set both of them. Clearances are subjective. One persons .005 would be another .004 or .006 depending on how much drag they create on the gauge.
