Could you post the model and serial number from under the seat if that tag is still there. MTD sometimes will have the engine model number listed as part of the parts diagram on the dealer site.

Drive belt slipping could be causing issues, slipping until it gets warm and sticky. Also could be low on oil and getting air in the system.

Because the 2100 or 2200 isn't a model number it is a series number. there are about 40 model numbers listed under the 2200 alone.

Depending on age the model number could of been a stamped tag riveted to the blower housing next to the flywheel, or could be stamped into the housing above the spark plug or on the side of the housing. Also make sure the valve cover isn't installed upside down putting the numbers on the bottom.

Gas does creep up the sides of the fuel bowl due to a wicking effect and will leak out of a leaking bowl gasket even if the level is lower than the gasket.

If the valve gaps are correct and from your description sounds like the compression release on the camshaft is broken, which is a common issue with some Briggs engines. Sounds like time to replace the camshaft.

My poulan/husqvarna parts distributor shows the 530047077 as the superceded part number. And you need to order it since my distributor also shows it as NLA I got thinking that that hex part that is sitting inside the fan is supposed to be one piece with the fan not two separate pieces.

Loose motor mounting bolts will cause a knocking noise when started and shutoff. If you open the hood at shutoff you may see the engine wobbling.
