At least that is what it seems to be.... when encountering a large parcel of grass, the engine does not respond to the additional load.... Can the governor be taken off for inspection without removing the whole fuel injector pump on this Yanmar? Thanks

From the description of Yanmar engine and injection pump assuming diesel. Your symptoms are inherent of a clogged fuel filter that is limiting fuel. Usual signs are no power under load or will not reach full rpm.

The last thing you want to do is start monkeying with the governor, especially if you are not familiar with how they work and how/why to adjust. Start with the air filter as suggested and go from there.

Also recommend downloading the Yanmar 3TNM74F service manual.
