It has a misfire, but sounds more like it could be running rich. Can't tell from the video very well, but if this has the primer on the carb, it could be that the diaphragm between the carb and tank has slipped out of place on the engine side of the carb due to warpage of the carb mounting surface. In some cases you can just replace the diaphragm/gasket combo or may have to replace the carb.
