Troy bilt horse xp hydrostatic 46" cutting width

My troy bilt horse xp hydrostatic 46" cut riding mower will start and the engine runs fine. The blades will engage and operate correctly when engage the PTO. But it will not move forward or backwards when try to put it in gear. What do I need to do to get it to work and drive?

Have your looked up inside the frame from the underneath to determine that the belt is still in one piece and not came off and all the idler pulleys are in good shape.

I just put a new belt on the mower deck and the pulleys are in fine working order and the blades will operate correctly when I engage the PTO

I am not talking about the mower deck belt. I am talking about the belt that goes from the engine pulley to the hydrostat pulley, which is basically tucked up inside the frame rails.
