Toro rear wheel drive

toro rear wheel self propelled, model 20332 wheels will not turn when mounted, when off the gears turn fine. I just bought new wheels, also i lubed everything, thrust washers are in place. the washer is on the wheel cover.

Take the wheels off, grab the drive gear and see if the axle moves up/down or left/right. You’re checking to see if the bearing hoc is worn, not allowing the drive gear to contact the wheel gear. When you post back please include serial number.
