Yes, it is. I did it today on a on a #1423D9F carb using take off parts from another carb. I made sure the holes in bowl nut were the same diameter, and length was the same. The needle fit fine. Started with needle backed out 1 1/2 turns. Engine (Tecumseh 10 hp I/C) started easily, and with minor adjustment of needle (1/8 turn out) , that annoying miss and slight exhaust pop disappeared. Has plenty of power under load, and sounds like new!
