i have a 2 cycle engine on a toro snow blower,and it just surges, i tried a new carb
but it does the same thing. there is something on the shrould that looks like a condenser
any ideas.

Clean out your fuel tank and replace fuel lines. Make sure everything it tight and you have no air entering engine after carb.
Surging is from a fuel delivery issue.
Most likely is carb with dirt in it. Fuel lines deteriorating from the inside and carb sucking it in.
