Stiga ST250 engine locking up

Hi all, I have a Mountfield ride on mower with a Stiga ST250es engine.

starts and runs fine when cold but it it stops for any reason if I try and restart it is locked solid. The starter cable gets very hot while trying to start hot so is drawing a lot of current.

after advise I have fitted a new starter motor but the fault is just the same.

have tried direct power to the starter as well but still locked.
if I wait 5 minutes it then starts ok off the key

any ideas please as running out of things to try

Stiga are made by Global Garden Products based in Italy
They have no web presence other than the Italian site which is in Italian.
The bulk of the techs on this site are in the USA and few read Italian.
There are very few Stiga manuals written in English and none for a ST250es engine , in fact when I search st250es I get the parts list for a ST250es mower and not an engine .We got a lot of those tiny ride ons down here a long while ago ( 4 Stiga distributors ago to be factual ) but they we all fitted with B & S engines
The ebgie shown in the IPL looks very much like a Chinese Honda Clone .

According the ST250ES mower IPL it has a Stiga TRE224 engine. The SM is not of much help here but is a link to the English of the engine's workshop manual.

But answer it is has an ACR yes it does according to the images of the camshaft.

1st off does it turn without the spark plug in when the fault occurs? If it does then its got to be a compression issue.
If its still locked then their must be a parasitic load causing the issue.
Depending on the model, if it uses a hydrostatic gearbox then when the brake pedal is engaged it will still turn so maybe the issue is in there.
Disconnecting the hydro belt might help diagnose it.
Also If its got an electric clutch for the deck then it might be the issue.
