Poulan / Weedeater rider model WET1642A

I just got this rider and it is stuck in gear and will not shift. It has a Peerless Transaxle model 930-055.
Removed the drive belt so thats not an issue. Linkage not bent or binding anywhere so figure must be
internal. Any thoughts?
