I' mgoing to look at a step threw Poulan riding mower.

The guy says the starter is out.

Is there a way to check the engine and transmission with out the engine running??

Visual checks only if engine is not running. There could be something else wrong instead of the starter such as solenoid, battery, connections, etc. Are you mechanically inclined? Take some test tools with you and see if you can figure out what is causing the no-start.

mechanically inclined, yes. Electrically inclined, sadly no.

I'd bet you are electrically inclined enough to take a pair of jumper cables along and jump start directly to the starter.

One problem with that, if it cranks the price may go up.:laughing:
