Mower surging issues with Choke off

So about two years ago my dad bought a brand new mower (MTD I think). Ever since he had it, it always seemed to surge. It seems to stop surging when the choke is engaged, but when you turn it off, it starts surging.

I don't think it's a dirty carb or anything since it was new. Anyone have a hint?

Sounds to me like the main jet in the carb bowl screw is plugged. A good cleaning should do the job.

I bought a brand new Husqvarna tiller last year that surged when I brought it home. I called the dealer right away and they had me bring it back in. I assume they cleaned the carb. Anyway, it never surged again after that. Don't know why they ignored it when they tested started it (which they say they do).

I agree that there's a speck of something in the jet. Sometimes a little carb cleaner in the fuel will clean it up.
