The mower blade will begin to turn when the red button is in the up position but will almost immediately stop turning. The mower is still running just not the blades.

Model and make of mower? Have you checked the belts? Could be a bad clutch to. Do you smell rubber like a belt slipping?
A really weak battery could be a problem too. I had a buddy who was jump starting a lawn mower with a electric PTO clutch and he couldn't figure out why the mower deck wouldn't run.... it takes juice to keep the PTO going.
