Looking for info on Yardman 24 inch Snowblower - need to adjust chute

I have a Yardman snowblower, Model # 315E633E401 and it was made in 1995. I need to adjust the chute cable and do some other work but I can't figure out how. There is a bolt and some sort of clip up underneath control lever for chute but I can not figure out how to get that black piece slide out after take bolt and silver clip off. It seems that the cable may have slipped at this point. I also want to rebuild carb as it loses power under load.
