Koehler Command carb query?

I have a new carb purchased on Amazon for my Deere L110 with a Kohler Command 17.5.
The new one looks all correct, but something bugs me. The choke plate is wide open as expected with some tension to keep it that way. (This is without the carb connected to any linkages.) But! The choke actuator arm (with the little torsion spring around it) only moves about 35 degrees of arc until it stops with the choke plate only about 35 or 40% closed! And the choke plate has 3 largish relief holes in it. It appears to me that when the linkage moves the choke plate to a hard stop it is caused by the choke plate hitting inside the Venturi bore. With the holes in the choke plate and the choke only closing to a 40% closed angle it does not look like fully choked will restrict airflow more than about 25%.
Is this normal? I figure you can tell I don’t do this for a living!

Looks like the choke plate isn't centered. Try pulling out the plate slightly to more center the raised tabs on the plate and see if that helps in closing it.

No joy for a video. Pulling on choke actuator arm to move choke plate up or down in the Venturi bore does move the shaft a couple of mils but has no effect to change the arc of motion. The amount of clearance at the top and bottom of the choke plate where the vertical shaft comes through is quite tight and looks equal top vs bottom.

Still looks like the choke plate has been inserted into the shaft too far and needs to be pulled out like you are trying to remove the choke plate from the shaft. The choke plate tabs that are on the backside of the choke shaft should be butted up to the edge of the choke shaft.
