John Deere x475 Mower deck won't engage

I have a JD x475 and the mower deck won't engage.

I have tested at the solenoid at the top of the transmission
Resistance across solenoid is approximately 9 ohms
Voltage with the solenoid disconnected is about half a volt when the PTO switch is engaged.
The PTO switch has an On position and then you can lift it further to keep engaged when in reverse mode. Strangely, I get the half volt only when I have it lifted and not necessarily when it is in the simple On position.

Questions:
What should the voltage be at the solenoid? Half a volt seems low. If this is wrong, why could it be low?
Can I test the solenoid, bypassing all the wiring, by providing the correct voltage? Don't know if there is supposed to be other resistance in line with it, and don't want to destroy and expensive part.

This all happened after I removed the back seat and deck to replace the fuel lines, so it seems like a wiring or safety switch issue. I retraced everything and cleaned all connectors, so can't find what it could be now.

these manuals are expensive but will pay for themselves after a few repairs.

To test the voltage at the clutch plug you must have some on in the seat or the seat switch clamped closed.
Otherwise the safety circuit will cut power to the clutch
