Not a lawn mower, A generac generator. Impulse pump leaks oil out top filter when operating. Is that normal or is there something else going on.

as above,
If you are asking about oil drip or mist coming out the impulse breather hose at the air filter.
but
if crankcase has too high a level of oil and or oil contaminated with gas and the crankcase oil level is too high.
On some small engines you will see little bit of oil at the air filter breather when full up and when the engine oil level drops just little bit like1/8 to 1/4 inch on the dip stick all will be ok. The engine kinda wants to seek it''s own oil level little bit below full on the dip stick or oil level hole. It's just the nature of the beast.

???????????
Might look at a exploded view of the pump. Appears it can be kitted.
Looking at a IPL might show a diaphragm next to that vent hole between the pulse line and the air hole. The pulse hose will have some oil inside but it's suppose to drain back and not collect in the hose between the pump and the engine. (pulse hose must go up from engine to the pump so oil won't COLLECT/block/dampen the pulses to the pump)
I suspect a leaking diaphragm inside, but not sure.
A mity/vac/pressure pump (low pressure) would confirm.

Dead diaphram inside leaking oil which shouldn't be there. Also no fuel inside the filter. Fuel pump is dead.

Pull the oil stick. Smell said stick for fuel. Don't wipe it off either. Get a good sniff. If you smell gas you have a carb issue.

Oil level proper?
