After cleaning my newest purchase of a LawnChief 12-39,I noticed this small spring on the governor linkage. It is really fragile. What does it do and where does it attach to??

It attaches in a small hole of the governor arm and the other end in a small hole in the throttle butterfly arm and is to keep the slop out of the linkage to keep the engine from "stuttering".
