HRX217VKA made repairs still won't start.

I have a Honda HRX217VKA mower which I have changed the carburetor, coil, woodruff key, and plug. It still will not start. Any ideas where to look next?

Valves
If they don't go up & down you ain't going nowhere.
Then see if there is some compression, with out it you ain't mowing anywhere either.

valves are moving, yet there is zero compression. This is an overhead cam engine, with a timing belt. Does anyone know how I would set the timing on it?

How's it so far? I will look at an HRX217 right after I finished installing these Sota offroad wheels and new 33" tires on the current Jeep project. The current owner of the HRX217 said the carburetor needs to be checked.
