Hi I just picked a lawn mower off the curb for free and the carburetor was in wrong then fired it up and it ran but it is very rough (it does not have a air filter) it is good on high speed but does drop in engine speed for a tiny bit you can barely hear but when I bring the speed down it backfires and goes up and down on engine speed It is an older hrr2168tda that is from my head so that might not be exact also how much do you think it is worth

May need some carb cleaning to fix the run and surging issue. But in some cases the missing air filter can cause some lean run and surging since the small amount of flow restriction that is provided by the air cleaner will richen up the mixture.
