Governor surging carb.

Greetings, I have a 22hp Kohler courage engine that has a governor surge while running with No finger on carb throttle lever,
but finger controlled of throttle will smooth out and run Perfect.
It's not starving for gas or has a restricted air flow and spark is good so how does one adjust the governor to calm it's arse down.
Any help would be greatly appreciated.

Is this a new to you engine?

or is this a engine you have been operating and the surging started all at once????

Little strange that it ran ok by holding the throttle butterfly manually, due to starving for fuel (unless it was only surging when under a load)

Sometimes if applying a slight choke lessens the surge is a hi8nt of starving for fuel if the carb has a manual choke separate from the throttle.

Good thing you did not fiddle with the governor on that Kohler. Sometimes they are not user friendly to adjust.

Sometimes, there could be a bit of debris in the carburetor bowl. I've had that happen from time to time.
