Just bought this tractor and i have a bagger with it. the grass clippings shoot out the front of the deck towards the front tires. about 70% goes up the bagger and the other 30 shoots out the front. Any ideas what is going on?

Front of the deck is beater up.
Blades are worn out.
Some one has put spacers on the blades to cut lower.
