I have a Craftsman ohv 179cc snow thrower that surges. I've taken the head off, lapped the valves, new head gasket, cleaned the carb. The carb is a Huayi hy-27. It starts up great but surges. Is it a air leak or bad carb? What should I do?

Usually I wouldn't ask for the model number, type and code for a engine...... What engine do you have ?? That helps a lot.... Also I have been very busy doing my Bayou Gardener Get Together festival in the past week. I am glad that is over with...........
