A coworker has a 8 HP Kohler engine on a garden tiller. This machine idles fine but when I put it under a load it floods gas out of the carb. Could this be a governor issue? He put a new carb on machine and it did the same thing....? This machine does have as fuel pump on it as well. I have read about possibly the fuel pump diaphram having a hole in it, but this would flood out under all conditions, right?
