briggs 12hp no spark, has voltage to circuit

I have continuity from my solenoid to the armature-magneto. When i crank the engine it gets around .3-.5 volts to the circuit, at every place through out it. Is this the proper amount to make a spark??? the armature-magneto was very rusted and the spark plug wire is rusted inside. I removed as much rust as possible with pb blaster and wire wheel, still no spark. Im trying to figure out if the solenoid is not giving off enough voltage to the circuit, or if my armature-magneto is bad. Any advice is appreciated. thank you in advance.

if you are getting voltage to the ignition module, there is something wrong. Voltage to the module on a briggs will fry it within seconds. You need to find out what is causing voltage to get to the ignition module and repair it before processing with a new module.
